The producer is trying to show that the boy needs help and is need of resources as he doesn't have much. for example water or a toilet. He looks quite fed up and tired as well. 
The producer used emotive language so when people see the advertisement they feel bad for the little boy and help out.
They did a close up shot of the boy to show how his motions and his facial expressions and we can infer that hes tired and is in need of help. The boy doesn't look happy at all and hes really sad and in need of water. he looks really down and upset and wants help.
The producer is trying to say that there's more graves than toilets and that really concerning. There trying to persuade you to make their life better and easier for them to live as they do not have good resources like other people who have more than others
The produces uses emotive language in the tittle of the advert 'dig toilets not graves' which makes the audience feel empathy for the little boy and others who are put in the same position.
